A Plot With No Utility Connections

The listing sentence that means almost nothing

"All utilities at the plot boundary" is the most common phrase in property listings and one of the least verifiable. It does not say which utilities, nor whether they have spare capacity, nor whether there is a working connection point or merely a pipe that happens to run down the street. The gap between that sentence and a finished, working connection can amount to several months and to a sum that exceeds the discount which made the plot attractive in the first place. Utility connections are the line item that buyers estimate most often and most badly.

The good news is that this is one of the few things about a plot purchase that can be established almost completely, and in advance. It does not require trusting the seller. It requires a few sheets of paper from a few different organisations.

How to find out what is actually there

A network operator is under no obligation to believe the listing, and neither are you. Each of them issues, on request, a statement on the existence of its network and on the conditions of connection. The application is usually short, needs the parcel identification and a simple site layout, and produces a document that answers three things: whether the network is present at that location, where the connection point would be, and on what conditions a connection could be delivered. It is the only document that carries weight in the later permitting process.

Read those statements against two further sources. The first is the cadastre: the land registry extract shows registered easements, including any that already let someone else run a line across the parcel. The second is the municipal land-use plan together with its technical infrastructure drawing, which reveals whether the municipality anticipates any network extension in that location at all. Where the plan assumes development but the operator does not confirm it, the operator prevails. And where a line crosses the parcel, it brings a protection zone with it, which constrains where the house can sit before the first drawing is made.

Request the statements before you pay a deposit, not after. They cost little or nothing, the wait is a matter of weeks, and they attach to the parcel rather than to a person, so an interested buyer who does not yet own the land can ask for them.

Five utilities and what decides each one

Each network has a different administrator, different rules and a different reason why a connection is or is not possible. It is worth going through them one at a time.

Electricity

The distribution company decides two things at once: where the connection point is and how much reserved capacity it will allocate. The first is a technical question of distance, the second a question of the state of the network along the whole street. If the transformer station is at the limit of its capacity, the connection may not be refused, but it may be made conditional on reinforcing that station, and that is an investment of a different order than pulling a cable. The applicant submits a layout showing the meter cabinet position and the required electrical load, which needs thinking through in advance: a heat pump, an induction hob and a car charger push the requirement well beyond what a household needed ten years ago.

Water

The water utility confirms whether a public main runs in the street, what diameter it is, and what pressure can be expected on the top floor of your house. The cheap case is a main on your side of the road, where a short spur and a meter chamber near the boundary are enough. The expensive case is a main on the far side: cutting across a local road needs the road administrator's permission, a working area, traffic management and reinstatement of the surface to a prescribed quality. That is a small construction project in its own right.

Sewer

Here there are two separate questions: whether a public sewer exists in the street, and whether you are obliged to connect to it. If it exists and the municipality requires connection, there is effectively no alternative. Technically, levels decide: if the planned floor level sits below the sewer main, you need pumping, which means a device with electricity, maintenance and a failure rate. This is a detail that never appears in a listing, and on a sloping plot it governs how the substructure is resolved.

Gas

The gas distributor assesses whether a main runs in the street and whether it wants a new offtake point. A new customer on a street that already has gas tends to be the simplest of the five. A street with no gas main, however, is a very different situation today than it was ten years ago, and we return to it below.

Telecoms

The least regulated and most overlooked network. Fibre cannot be compelled. An operator is either in the street or it is not, and its decision to extend follows the number of potential customers rather than your need. A missing fixed line can be covered temporarily by a mobile connection, but for anyone working from home that is a difference worth establishing before the purchase rather than after moving in. The check is the cheapest of them all: coverage by address and one phone call.

Connection point versus extending the main

This is the distinction everything else follows from. If the network ends at your boundary or a few metres from it, we are talking about a connection: a short route, one trench, one connection agreement, and works that fit inside a single building season.

If the network ends a hundred metres down the street, this is not a connection but an extension of the public main. That is a construction project of its own, with its own design, its own permission, its own land-rights settlement and its own timetable. The route runs over municipal or third-party land, so you need owners' consents and easements registered in the cadastre, not verbal promises. Once built, the main is normally handed over to the operator, who takes it on under its own technical conditions, so its parameters are not yours to decide. A buyer who does not check this distinction believes they are buying a plot, and is in fact buying a plot plus a small linear structure.

The question for the seller is therefore not "are the utilities there" but "where exactly does each one end, and do you have a statement to prove it". The answer "that is easy to bring across" is in reality an answer of no.

When a connection genuinely is not available

A missing network does not automatically make a plot unusable. It means you have to provide that function yourself, and that you are committing to it for the whole life of the house, not only for the construction period.

A private well is the oldest of these substitutes and the most dependent on location. Two things decide it: yield and quality. A water analysis from an accredited laboratory is part of the decision, not a formality after drilling, and it is repeated during occupation as well. If the water is hard or carries nitrates, treatment equipment and its regular servicing join the budget.

For drainage the choice is between a sealed cesspool and a small domestic treatment plant. A cesspool is simple and cheap to buy, but it treats nothing: it is a tank that has to be emptied regularly, and the emptying cost runs every year for as long as the house is occupied. A treatment plant costs more, needs electricity and regular attention, and the treated water still has to go somewhere, most often into a soakaway, which the subsoil may not permit. That answer comes from a hydrogeological assessment, not from the technology supplier.

Missing gas is the least serious of these problems today. An all-electric house with an air-to-water heat pump is an ordinary solution for a well-insulated new build, and it saves you one connection, one contract and one recurring inspection. The price is a higher required electrical load, which has to be claimed in the electricity connection application itself rather than added later.

Sequence and timing

Operator statements and connection agreements are not paperwork at the end, they are inputs to the permitting process. Without them the designer has nothing to evidence the building's servicing with, and the building permit has nothing to stand on. If they are only applied for once the design is finished, they become the critical path of the whole project.

In practice this sequence works: statements on the existence of networks before the purchase, connection applications and agreements immediately after acquiring the plot, the connections design running alongside the house design, land-rights settlement for routes across third-party land as early as possible because it depends on other people and tends to be the slowest thing of all, and finally the physical connections built before the substructure or alongside it, so that finished paving does not have to be dug up again.

Summary

A plot with no utilities is not a bad plot, it is a plot with an undetermined price. Determining it means trading the listing sentence for statements from the administrators, establishing for each utility whether this is a connection or an extension of the main, and assigning to each missing item a concrete substitute together with what it will cost every year. Do that before the deposit and the discount on the land price is a real discount. Do it afterwards and it is a down payment on a construction project you did not know about. How long does it take an operator to issue a statement?
The period differs by network and by whether this is a simple statement on the existence of networks or an assessment of a connection application. Count in weeks rather than days, and expect an incomplete application to stretch the clock. Always verify the specific deadline with the operator in question, because conditions differ between regions.
Who owns the finished connection and who maintains it?
The connection is normally the property of the owner of the connected building, while the public main stays with the operator. The boundary between them usually sits at the metering device or in a chamber, and it is defined precisely by the connection agreement together with the operator's technical conditions. It is worth reading them, because that boundary decides who pays for a repair.
Can I start building before the connections are finished?
A construction site needs water and electricity anyway, so a temporary supply is commonly arranged. That does not replace the permanent connections, which have to be resolved in the design and in the permission. A temporary supply is an aid during construction, not a way of postponing the decision on how the house will be serviced permanently.
How do I find out whether the network has capacity for a heat pump and a car charger?
Not from the street and not from a neighbour, but from the connection application in which you state the required electrical load. The distribution company answers it with a statement on reserved capacity. That is why the heating and mobility concept is decided before the application is filed: raising the load afterwards is always slower.
Is drilling a well worthwhile when a public water main runs in the street?
For drinking water usually not, because operation and repeated analyses outweigh the saving on the water bill. It may make sense for non-potable water used for irrigation, where local conditions allow it. In either case a well is a water structure with its own permitting, so it is not a decision that gets made on site.
Can rainwater from the house be discharged into the public sewer?
In most municipalities no, or only exceptionally. The prevailing requirement is to retain rainfall on your own plot, by infiltration or retention. As a rule the party who needs it, meaning the first person to build on the street.
